The function of the assessor's office is to place a fair and equitable assessment on each parcel for taxing purposes. This office also deals with property ownership, deductions for senior citizens and veterans, and exemptions for charitable organizations
Senior Citizen Deduction - Applicant must be 65 years of age and meet the income criteria. There is an income criterion of $10,000 maximum, exclusive of social security. The reverse side of the application contains eligibility requirements.
Veteran Deduction - Anyone having served active wartime in the United States Armed Forces and been honorably discharged. There are is a list of Wartime Service Period promulgated by the State of New Jersey as to the eligibility to this deduction. Also eligible are widows of veterans. For further information, please see the reverse side of the application.
Appealing Assessment postcards are mailed to property owners the end of January. This is a statutory requirement. It informs the property owners of their assessment for the current tax year. If a property owner does not agree with their assessment, they may confer with the assessor, or file an appeal. The appeal deadline is April 1 st. anyone wishing to appeal their assessment may do so through the Union County Board of Taxation, 271 No. Broad Street, Elizabeth NJ 07207.
The assessor’s office also conducts inspections with regard to building permits. Anyone making improvements to kitchens and baths may be subject to an added assessment. There is also an added assessment for central air conditioning, additions, fireplaces, in ground pool, decks, etc. to name a few.
Any permit with respect to maintenance such as roofs, water heater replacements, are not subject to an added assessment, however, may require a permit. The building department would be able to advise as to what improvement requires a building permit.
A common myth is that if a property owner does not call for a final inspection it will delay the added assessment. This office does not wait for the building department to issue a C of O, or a C of A, to conduct an inspection. Inspections are done periodically so as to expedite the assessment with regard to the permit.
